You could Clip the wing –definitely best to have someone show you how to do it correctly if you don’t know how.
I think it is illegal to wing clip birds in Victoria yourself so clipping must be done by a vet , not sure about other states.

Is legal in NSW however I still get someone else to do it for me , just not confident in that field.

this quail problem is getting out of control 5 times in 4 days tonight he was scared twice one by my dog and the other out of the blue what will help make him more comtable

I'd steer away from pot plants as mice will harbour in them and freak the little wimp out more, stick with the branches so he can huddle under them and the mice wont stay.

If it keeps up Shanny you will have to think about his behavior and how it affects the other birds and maybe take more drastic measures like removing him from the aviary altogether.
Can you put a barrier around the bottom of the cage so the dog cant be seen ?
This stuff is called packing sheet and comes with flat pack stuff at bunnings , they usually throw it away . If you can get some it makes a great barrier , Ive used it to keep the dogs out of view of my birds and my quail are much happier behind this than in a larger aviary.
