Another thing you could try for a nest is pvc pipe. Get a length of 3 - 4inch (75mm - 100mm) diameter pvc pipe about 8 inches (200mm) long. Put an end cap on it (doesn't have to be glued on, just pressed on). Drill a couple of small holes in the top of the pipe and put some wire thru the holes to suspend it from the roof or side of the cage. Then put some grass in it and see if the birds will use it.
