Hard to tell from just one photo. But he looks OK to me. How big is the cage? Do they have plenty of room to exercise? What is that perch made of? Natural perches made of fruit tree branches are good for their feet.

The ring on the red head is nearly as big as the bird pal not good just my thoughts cheers

It looks ok to me, gouldians very rarely got fat around that area as they don't normally gormandize themselves on high protein foods unlike parrot finches do.
But they do need exercise to burn off any fat. If catch the bird and blow back the feathers you might see a yellow area,this is fat and a little is normal but if it is abnormal looking they need to be put into a larger flight cage or aviary to burn it off by continual flight from perch to perch.
