Hi Grant
I have seen a similar pattern of feather loss before - but it was actually young Zebs who were being plucked at by the adults

Only feather loss I've experienced was with out of date Ivamectin in mineral oil. The birds stayed bald at the point of application for the entire season and has only just regained her feathering. I hope your problem is temporary too.

quails have the feather loss because its the males mating with the females and pulling out the feahters or the males fighting but the gouldian umm i will reaseach up some of causes and get back to u thanks toddles
