One eye shut

Is this likely to be a simple eye infection or something more sinister like a respiratory thng?
No puss or smell or swelling and bird otherwise appears healthy. No other birds have eye issues. I have given apple cider vinegar for 2 weeks and not much improvement over that time.
What should I do with it?

At least 2 weeks. I haven't opened up the eye but can't see anything. I was told to wash with warm salty water. I might have to open it up and have a proper look.

It was only with one very placid, tame hen. My daughter even pats them. I don't think it's from pecking.
After looking on the web I was concerned about coryza etc.type conditions. That's why I am seeking opinions and info.

I separated the quail's eyelid and noticed a tear in it. It looked like a third eye. The bird shop told me to put chlorzig ointment on it. It's stuff humans use for conjunctivitis etc from the chemist. Has anyone else had to heal a torn eyelid like this?
