I would say not conjunctivitis... the eye looks normal, as there is no apparent inflammation, weeping or pus.

I once had a silverbill with a similar 'growth' but that turned out to be a very firmly adhered foreign body or food particle...it fell off in a couple of days.

I hope it may be that simple for your bird.

I agree, it could be removed very gently with a pair of tweezers buy another person whilst you hold it still or as starman says leave it to drop off by its self. Craig.

Try daubing a drop of olive oil with a cotton bud, might have to apply a couple of times

Once soft (if it is foreign matter) the bird will be able to remove it by rubbing / scratching, or you will be able to do so with less stress to the bird

If it remains hard or is not foreign matter this rubbing / scratching will obviously lead to further complications

It looks like a small cyst.
Be careful treating it as it is so close to the eye.
The symptoms of conjunctivitis is generally a crusty build up in the corner of the eye
not at the top.
As I mentioned before be careful it is so close to the eye, if it was my bird I wouldn't medicate it at all
just keep watch, if it grows or impedes the bird then consider more drastic steps

I would try to grab it pull it off to see if it will come away without undue damage.

I know this might sound stupid but to me it looks similar to tiny ticks that I used to find on lizards around the eyes and ears when I was a lot younger. So could it possibly be a parasite of some kind?

Foreign object though my yellow siskin hen now legit has conjunctivitis.....lucky me

It just looks like an object that was adhered very close to the eye. Remove it carefully using a pair of tweezers or let it fall off on its own.
