If you don't opt for getting your finches an aviary, then just stick with a cage.
First of all, DO NOT buy your finches a parrot cage. They can easily slip through the bars.
Secondly, the cage should be wider then it is tall as finches tend to fly horizontally. If the cage is just a bit taller, it is fine.
Thirdly, use sticks as perches. This prevents you from having to clip their nails. The perches should also be not too far apart so the finches can fly, not hop.

Don't you mean the perches SHOULD be far enough apart so that the finches can fly between them??

And sticks from native plants or fruit trees are best because this reduces the risk of nasty sap. I use Mulberry tree and Cape lilac mostly myself.
