Is the seed from a grower or a wholesaler buying in seed from various places including over seas.
If you can access a hand full take it home soak it and let it shoot. The more seeds that germinate the better.
Secondly have a good look at the blend and what percentage are filler seeds such as rape etc
Good seed should be clean and the outside shine. New season seed is generally very shiny.
Sadly the days of a $1 per KG are over but $1.50/$1.75 seems the norm now from the retailers.

I've previously used crest & it is generally very good quality aussie grown seed. They are based in darling downs which is the main seed growing region so I'm very confident they don't use imported seed unlike some other branded mobs.

$1.75/$2.25 is the norm from seed dealers in country WA
