Dont know if this story will help with your permit . . but may give you a smile
The head official of the Dept of Environment of a state which has particularly restrictive legislation with regard to aviculture (dont they all??), was birdwatching one weekend.
He had climbed a tree to observe a nesting bird, which resenting his presence, attacked.
In a panic to escape, he slid down the tree trunk, collecting a number of quite large splinters to his nether regions.
He hurried off tothe nearest doctor who just happened to be a finch breeder, long in dispute with the government over permits to keep, and the like.
The public servant explained who he was and how he had sustained his injuries.
The good doctor listened patiently, and directed the officer to remove his clothes and wait in the adjoining room.
Three hours later the doctor appeared and was given a blast by the fauna trump over the time he had been kept waiting.
"Well," the medico explained . . "I had to get permits from the Environment Protection Authority, the Forestry Service, the Wilderness Society, and the Landcare Department, before I could remove old growth timber from a recreational area . .
And do you know what?? . . They all knocked me back!!

it's preeeeety stupid in Canberra, the law states that you can't have a license until you have the birds, and then you can't have the birds until you have the license.
