king QUAIL not sitting

.. some advise please ..

we started with 3 quail .. 1x boy and 2x girls .. they had two clutches and now we have 8 total in our outdoor aviary 2x boys and 6x girls.

They are laying constantly! They lay them and then move the eggs to nests .. 3 seperate nests currently .. however they are never incubated.. they are definitely finished laying or moving new eggs to them but never sit on the eggs. They did this also with 2 previous nests of eggs and eventually I removed them.

Why are they not sitting on their eggs? And should I remove them again?

We tend to let all our quail and finches do everything g naturally and not intervene .. however we are having a serious abundance of eggs! The eggs are coming every day from multiple hens.

Is there something I need to do to help them sit?

Mine were very erratic when it was very hot and sticky. Has the weather been too awful to want to sit?
How big is the avairy? Could they be feeling crowded? I keep trios of 2 girls to a boy in 2mtr cubes, then at some point, they get uncomfortable if the numbers increase and I rearrange things.
