I'm Kowalski. While I am not Australian I am very interested in raising finches. I'm looking to build a custom habitat and learn as much as I can before actually buying any birds. Glad to have found this place!

Welcome to the forum. We have no exclusions here, based on location.
Location is however quite a factor in the correct type of habitat, and the correct way to face habitat.

Dont know about building a custom built aviary for finches, given your location. I suggest you try for some of your local birds, penguins for instance!

Thanks! I didn't see you responded until just now. I am thinking society finches, because they seem to have a reputation for being hardy and also not loud (compared to other finches)

They are hardy.
Few finches are truly loud. But most Manikins, Munias and Nuns are quiet. The society (Bengalese) are of this group.
