Depends on your set up.Hard to find birds anytime. But as a rule of thumb in the warmer months.I have a bird room and new birds go into Quarantine and will stay there until spring.

I know you will be be eager to get the birds ASAP and I know I would be too. It might be better to wait until it gets a bit warmer, at least then you wont have to worry about the birds not adjusting to the weather. Unless of course you have access to a bird room, then buy up and keep them cosy till Spring!

Probably spring if they are going into an aviary .

Bob, if there locally breed or from south of you from an open aviary, shouldn't be a problem, if there from further north or breed indoors, would be a little hesitant to put outside this time of year.

Yes what Vriton said just hesitant to get into that heated aviary vs unheated aviary discussion again.
This is where it is good to buy from breeders ( local ) then you know the history of the birds.

lol mick

I buy my birds whenever I can. if it's in summer or spring, I try to find days when it isn't too hot.

in Winter and Autumn, I try to find days that a) aren't freezing and b) are sunny. as soon as I get home these birds go into a quarantine cage in a warm spot (often inside) and I feed them lots of greens, fattening seeds (niger, oats, etc.)

Problem is, you can't control the weather for bird sale days!!!
