I find that all quails breed %80 better in planted aviaries, and I can see that you would have problems with them in cages.

In my aviary there is a concrete with grass in the middle of the aviary on the floor

ok.
do they have access to a dust bath?
quails don't bathe in water - being arid birds, they bathe in dust, which rids them of mites etc.
Put a medium container (because they'll all try to get in at once) and fill it with loose dust, making sure it has no fertilizer etc in it.
also, the hens won't want to breed unless there is somewhere to create a little scrape in the dirt, line it with grass and go. Bare concrete gets very cold.

the new male and female have had a bath just next to the grass and that was potting mix or soil is that safe

not really. It contains some chemicals that are poisonous to quails. however, providing they don't EAT it, it should be ok until you have the chance to remove it.
Not all potting mixes have these poisons, but just to be safe.

so i get sand ( will dirt do) and put it in a container and they will bath in it and will the breed in the sand

dirt will do, or sand.
Put some alsoin a private corner of the aviary, shielded maybe with a plant in a pot or something, and add some dry grass. they will probably nest.
