I'd be checking the fine print on the lease, work out exactly where you stand and speak to your local council. just say that you are interested in keeping some finches in aviaries in your yard do they have any restrictions or requirements.
could give you a base point to argue from

Check council regulations ...if your not breaking any then they are just going on with crap and they dont have a leg to stand on.....hold fast and dont let them bully you in any way but if they do then that kinda puts the ball in your court.
Accept that some days you are the pigeon, and some days you are the statue.

i wouldn't do a damn thing just yet.
firstly i'd ask what exactly do they mean by downsizing? downsizing the number of birds or the number of aviaries?
i'd explain that less aviaries doesn't necessarily mean less mice. then say that you've actually cut the number of birds in half anyway. also i'd explain how detrimental mice are to birds well being. ham up how they spread disease and make the birds sick. then explain the measures you take to keep the property mice free. then explain how you believe the mice are coming form the neighbours property and keep getting into your aviaries and killing birds.
talk to your local council about forcing your neighbour to have their house fumigated..
while your at it. their dog has been barking a lot of late...
get where i'm going?

Well at the moment i have only sold 1 small aviary and moved things around a bit and i haven't heard any more, so i am just going to leave it how it is and see what happens from there.
