Would be worried that it is too cold in winter where I am and also more specialised feeding requirements.

How about Senegals, Meyers Jardines etc.. Although some of these can be considered loud and the price is getting a little up there

Parrott finches sounds like the go, reasonably priced, tough, only partialy insectiverous, neither very common or very rare, quiet.
