I use the branches of some small gums from the garden, also planted 3 Albany Woolly bushes which get branches remove don a regular basis, look like Christmas trees, lovely soft foliage, I hose it down and the birds mess about in the damp branches, they love it.

If wild stuff is too touchy, try callistemon (bottle brush) it has larger leaves than tea tree but holds its leaves very well when cut & thrives on regular pruning.

it certainly helps to have a shabby garden, pulling seeding grass and an occasional prune here and there actually gets me brownie points!!
this summer has been so severe around here that many of my natives,bottlebrush,grevillia and hakeas have turned there toes up so have been pruned back to ground level!! plenty of nesting brush....but next year is looking sick.
i too have a couple of tea-tree haunts to raid nearby....lucky i live out in the sticks....if i end up on australia's most wanted i may need some character witnesses....i also subscribe to the "reducing the fire hazard" approach!!

in the final washup most of my birds will nest in just about any greenery provided so tea-tree is not essential.
