You cant licence a bird in the names of 2 people, who live on the same property, but you can licence a gun in the names of two people who live in different towns. Both should be equally easy for family members to licence and jointly enjoy their hobby.

I smell a good money maker for the Government.In the future,if you want to keep one of these "pest" specie,you will require a permit,which probably won't be cheap.Perhaps another way of revenue making for them.
