The Australian yellow mutation works by blocking melanins. When this is incomplete, the bird will show patches on the chest etc. I am pretty certain that this is the case with your bird.
I have met a breeder that claimed to have lilac breasted birds but back then I was too inexperienced to know what I was looking at.

I thought lilac and rose were differnet mutations, cause there was slight color difference????, i think the rose mutation is more of a red color, but i could be wrong, id need to look it up on the net.

i kknow about the dirty whites. this guy has no patches at all its all just a clear shiny lilac colour which what ive read up was also called rose breasted in usa. i could be wrong but his breast definately does not look dirty and patchy

Looks pretty despite the quality.
My gouldians do not have the red line.
