Funny how they'll let disease rats with wings in, but not well maintained disease free species, not that the pigeon fraternity don't look after their birds, quite the opposite, but considering the size of the domestic population, you'd think their would be tighter controls on them, than any other species.

Yes and do you ever hear of them culling pigeons ? Corellas yep coz they feed on the crops that man has put in the ground they would normally forage among for grasses and seeds .
The bloody things hang around the local grain silos and flour mill , they look mutated they are so fat .
!/4 of Dubbo had no water a while ago because they got into the holding reservoir and crapped in the water .

Why can't general aviculturists get their act together and apply some pressure too? I don't get the special status given to birds - what's so special about pandas that they can come in but not a pheasant or a peasant? If somone found some pure Southern Stars in Europe could they be imported as the thin edge of the wedge?

I would think that professional lobbyists would have been hired to pressurize the right people, and I think that is what it would take to get finches imported.
