Is it luck of the draw with this mutation or is it possible to consistently breed this type?

They are easy to breed , all you need to do is put a Pied to a Charcoal to get all splits of both then put the splits together and get 25% Magpies (Pied Charcoals )
then Magpie to Magpie = 100% Magpies

I presume the Pied component is still entirely random as to how it is passed on to young. The pied mutation in all other finches I've played with (Ruddies, RFPFs, Cordons & St Helenas) is a totally random mutation. You just need to turn out as many as you can & hope that some will be well marked.
