I've come accross a few who just don't get it. I think they're actually ignorant of what it is they're doing rather than being just in it for the money. I've had blokes buying finches from me who want to try to cross breed different species. They really don't understand the difference between species and breeds. Absolutely not. As you imply Tiaris, governments everywhere can make a mess of even the simplest regulations. Best to keep government nutters as far away from aviculture as we can.
