I'd be demanding my money back, not swapping them If that's the level of knowledge at that shop. I know it's hard when you make your mind up, but patience can be important at times like this. It's only a couple of weeks till the sale season, wait till then ahead of buying at a pet shop.
Don't be too harsh on the local breeders either. It's the start of the breeding season, most people will have culled in Dec-Jan, before you started looking, and are trying to breed from what they have left. Leftover birds, especially pairs, would be hard to come by right now (and that's all the shops will have, whatever a breeder couldn't sell directly and off loaded to the shops).

I'm going to go the other way here. You are a new breeder of finches. You have gone to a pet shop and bought a "pair". Yeah, a "pair" of hens. If you paid "x" amount of dollars for that "pair" then you are, in my mind, way in front because hens cost a lot more as singles. Try and get hold of 2 normal cocks. Look for very bright chest colours and white beaks with red tips (if red headed). We have all been "dudded" etc when dealing with pet shops when buying pairs especially when starting out. It is a learning curve. You won't get caught again when you spend a season or so as to sexes because of colours and behaviour. Don't despair. As for going back to the shop and complaining, well, that is a matter for yourself. Maybe the seller in the shop was a kid working part time and a "pair" means 2? Put it this way, if they KNEW what they were selling you would not have got 2 hens for the price of a "true" pair.
