Chestnut that Don't Want to Fly

I have a chestnut (female I think) that has decided it no longer knows how to fly. Hops along the ground, trys to fly but that is it. Almost like it is learning to fly again. Any idea???

Is its plumage good or bad.If it has droppings coming out of its bum I have had the droppings glue the wings together.Or could be going through a very good moult.
