They both nest and do not bow coo at all.

When you say that they both "Nest" what do you mean?
Sit on the nest?
Carry nesting material?
Are there any eggs?
A good trick to use in sexing any dove or pigeon species is to put a decent sized mirror in with them as they see themselves as another bird that they have not seen before. A male will usually bow and coo to the "new" bird.

Sometimes they will lay 4 eggs indicating 2 hens. They might be too young to lay but they do sound like two of the same sex probably hens. Try the mirror.
