Sorry , but I have got myself confused now, would it be better to split this pair and put either cock or hen in adjoining avairy or catch up the other pair and put them in the adjoing avairy?

I reckon put the hen beside him & that may make him keener. If/when you see him whistling & pacing along the dividing partition, then put them back together. The cock needs to drive the hen to nest to some extent with Siskins. For this to occur he needs to be vocal & actively keen to get to her.
