What parrots should I get?

How about dainty little Bourkes, Scarlet Chested or Turquoise parrots, pretty quiet and not too expensive compared to many others.

Had bourkes in the past. I already keep Scarlet’s and Turks

Red capped parrot,

They are around $200,
not overly loud
and relatively uncommon

That's a very open-ended question!
You need to give us some parameters which, you seem to have in your own mind.
What do you want from these parrots? Breeding? Mixing with others? Quietness? Size? Seedeaters?
Otherwise, we're all shooting in the dark !:)

If you read what I said, the following are the parameters:

Under $500 pr, quiet and colourful. Not on advanced licence in VIC. Not on my exclusion list on the first page…

Add to that: reasonably easy to obtain in VIC as I don’t want to freight. Can mix with others or by themselves as a breeding pair as I can set them up either way, prefer seed eaters.

May have some difficulty locating pairs in Vic, but they are not really what I'm looking for. Looked at the Feb ASA Journal. One guy had a hen and another had pairs but they were too far away.

How about red or yellow vented bluebonnets, crimson winged parrot, King parrot, Port Lincoln parrot, Twenty eight parrot, Pearly conure or black capped conure.
I'm running out of ideas...
