How about Senegals, Meyers Jardines etc.. Although some of these can be considered loud and the price is getting a little up there

Parrott finches sounds like the go, reasonably priced, tough, only partialy insectiverous, neither very common or very rare, quiet.

Need more clues as to what you need/want.

I think you've ruled out all the quiet ones unless you can find some night parrots. :D

You could always specialise in certain colours.
