About what age are blue faced Parrotfinches fully coloured please?

BFPF's are one of the fastest of parrot finches to moult into adult plumage though it my take a few more months to actually visually sex them.
They also become sexually active at 3 months and i have had them breeding at this age due to supplying nest boxes in a holding cage to sleep in. Craig
