Feather pulling problem

Afternoon all I have a pied red faced parrot finch male the continuous pulling its neck feathers out and now has a bald neck looking for a ideas on how to treat this problem, would Apple Cider vinegar in their bathing water help.
Would this be mite or a parasite, all other finches are fine, any clues.

I'm beginning to think your cock bird is a female and the female is a male or they are both males. Cock birds hang onto to the neck/head feathers to mate.
If mites, moxidecton will help at two drops at the back of the neck or one drop on the bare skin under each wing. Or 5ml/ltr in their bathing water. Craig

Thanks Craig no I have three cock birds after lots of research and showing them to another very experienced breeder.
The bird in question is pulling its own feathers out, I caught it and sprayed a little mite & lice spray to see if that help.
