Is this normal for finches to hoe into chicken starter crumble ( maybe because high in protein) ?

Its a commonly used ingredient in various breeders' eggfood & softfood mixes. I have used it in softfood for wrens & chats previously.
Bear in mind that most chick starter is medicated with amprolium (for coccidiosis) or at least it used to be.

Is that necessarily a bad thing?

Some medications lose there effectiveness if constantly used. Antibiotics in humans being a worrying example.

Be very careful using it "if contains the cocci treatment". There are warnings to not feed it to breeding stock as it affects sterility.

Ah yes had forgotten that - though as Mum is about to re treat the Budgies now the breeding season is well over - you would think I would remember that.
