In Adelaide, when is the latest that fledged Gouldians will be fully coloured by the following December\January?

Just a guess, but probably around mid to late September.

I am in Sydney and new breeding Goudians. I was told to expect approx. 8 months and that this may vary depending on how much sunlight they get.

Depends on what time of year they are bred. Irrespective of whether they were bred in February or August, they still all moult out between late October and early-mid December.
