I use paving sand on concrete. Opinions here on the best substrate will vary wildly.

Plain old concrete has always served me well with a pile of dried grass in a corner for nesting material

Must agree with noah here

As long as its always dry wether its river sand, bark, mulch but for sure a solid concrete floor is ideal but if you dont have that option any of the above just as long as it keeps dry and cleaned every now and then incase of parasite infestation.

I am a fan of natural dirt floors. But, if this is the way you go, it is necessary to have tin (or some other flat non climbable material) go down 600/700mm into the ground and above as well. For rodent proofing. Still think it is worth it to give them a more natural life.
