Nests Too Hot

I have a bird room with an Opal White polycarbonate corrugated roof. The breeding cabinets are 3 cages high and I get good results in the middle and bottom cages, but poor results in the top cages.
I now believe this is because those nests are getting too hot positioned up close to the polycarbonate roofing with the sun shining through. So what to do? Is it enough to introduce solid layer that provides complete shade on the top nests? Or do I need to use some sort of insulation as well? Like Foilboard for example? Thanks for your advice.
