I concur, and as my mother has been breeding Cockatiels successfully for many years on a mix of loam and wood shavings (for absorbancy) that would make sence.

News paper won't be any good, your pet shop should carry wood shavings

If you know of a carpenter/joinery workshop they may have plenty of wood shavings they would love to have someone take away.
