Ruddy behaviour

Since getting my pair of Ruddies Ive noticed that they wont eat out of the hopper but instead prefer to spread the seed all over the floor b4 eating it.
Ive known my grasssies to do this when they have young but all the other finches happily eat from a hopper .
Is this normal ?
ps . the linseed and red panicum is in separate containers so thats not what they are trying to pick out.
