Dont know about the wheat germ, but I put 5 or 6 drops of cod liver oil in a kilo of seed, so I dont think you could go far wrong using that ratio.
I have done this with sprouted and dry seed.

5 mls per kilo of seed , maybe start out doing a smaller batch to see if they eat it . I havent had to use the oil as yet as Ive been able to access Niger or Linseed all through winter .
I do have it on hand though for around the vent of a backed up bird or if the omega 3 seeds run dry .

I used to use the cod liver & wheat germ when I was breeding Red Factors. Uposed to help with extra fiber, but not sure. Never hurt the finches but.
