Yes, though in zebs it's usually a dominant pair.
In weavers, you usually need 2 hens to 1 male, just like in quails, and for the same reasons.

i have 2 males to one female and they have breed before and they have 2 boys and he doesn't attack them only other male birds that look like him normal gray males and he doesn't attack any of the females

It might also be territorial.
Or just defending it's female. There are a lot of different reasons.
