I was in a pet shop over the weekend looking at the birds. There were the usual blue and red faced parrot finches but there was an odd one there also. It had the blue face but also below that had the red area like the red face. Would this be the result of breeding between the two?

Yes, it sounds like a blue/red cross. I've been told that they're sterile which if true is a good thing.
