breeding

I have 2 pairs of Zebras in cabinets the pair in the top cabinet are sitting on 3 babies.

Question
The pair in the bottom cabinet don't look like breeding,not even building a nest yet,i got the about the same time as the other pair.
They get everything the same as the other pair.(food,nest ect)

Could it be because of the lower cabinet??????,its about 20cm off the floor.
Should i try moving them into another (higher) cabinet???

It could be. Looking at the picture it seems like the top cabinet is separate, is it possible to use a stand or table and put the double height cabinet on the table and the cabinet that is on the top now, next to it?

WARNINGIf these are the cabinets where your birds are breeding, nesting, feeding chicks I wouldn't disturb them at all just yet. Wait till the young have been weaned.
This will give you time to find a suitable table and who knows the pair in the bottom cabinet may just surprise you and start nesting, they could be just young and have not got the idea yet.

Yes the top one is the cabinet with the babies and its seperate from the bottom 2 cabinets.
I won't disturb the top cabinet,i might just move the zebs in the bottom cabinet to another higher one which i have.
