This might be a silly question.....

Can King Quail be housed in a cabinet for breeding.1m long x 40cmW x 50cmH.

Hmmm i normally say the more room the better but it also has to be High because quails are very fidgety and when scared they fly and fly straight up and can hit the roof and do damage. I had a quail break her wing once from flying up to high and that aviary was 1.8m high.
