I have a pair of Red Siskins and the hen has started to build a nest, when the cock bird comes near the nest
she chases him away then goes back to nest building. Is this normal behaviour?

No problems, some pairs do that, she will calm down once the eggs are laid, the most important is you get fertile eggs. If not try again if the eggs are again infertile try another male.
