I paired up a pure white male Zebra with a pure white hen that has the black tear drops and I seem to be getting very lightly pied normal chicks. The 2 in the nest are grey with just a touch of white on their heads. I was expecting to get more white than this. Could it be that they are both just pied rather than white or is there no true pure white Zebra?

unless you have bred the strain of zebs for a few generations then I dont think that there is much chance of getting a pure zebra of any sort, most birds that are available now seem to be split for one thing or another.

Rumour has it that there are pure white Zebs :D
And there certainly was at one time.
But from the description of your young it would seem that both parents are Very Heavy pied
So the chicks can come out with any leval of pied
