Babies Fledged but one can't fly.

Hi, I have had some baby stars out of nest for a few weeks now but one can't fly...looking at it's wings they seem to drop or hang down. I have just let it live on the floor of the aviary it does climb up the branches to nest. Does anyone know what would be wrong with it's wings.

just a guess it jumped the nest a bit early and could be calcium deficient so bone may not be fully developed yet just my thought.
