Hi Gabby and welcome to the forum. The shrubby hanging things are for finches to build their nests in. It's basically a cylinder of wire mesh filled with brush (eg. dried melaleuca or bracken fronds) and suspended in the covered part of the aviary. Alternatively the nesting material can be simply wired together in the manner described on Marcus Pollard's site. These bundles of brush are sometimes referred to as bunts. Bunts are easy to make and the brush is easy to replace at the end of each breeding season - just make sure you control the breeding season or you may end up tossing nestlings as it's not always easy to tell if a nest is abandoned if it is deep within a bunt so don't make them too big.
