I have seen a number of breeders who use those cages on wheels, 1x1x1.2m cages sold by most shops/ebay, to breed their neophema/lovebirds sized parrots in. When they are house in the right environment their birds often breed very prolifically in clean non crowded less stressful conditions. I found that the breeders use such a set up can be linked to the very small house blocks in which they live now. Down size house, down size the land and down sized the aviaries through necessity due to council regulations, retirement villages/corporate body or high rise living.
Life in Port Macquarie is the ultimate Aussie sea change lifestyle.
