Can you explain why you think it has splayed legs? I would be more inclined to put quail on clean dirt than wood shavings, but haven't actually tried them just a guess.

splayed legs is a condition that happens when chicks are on a slippery surface and cant tuck their legs up under them , the legs splay out ...get them on some paper towel ( thick ) asap before you find you have to tape their legs to fix the problem....

another thing to take in to account is that baby quails for the first couple of days will be quite awkward whilst learning to walk/run. there may not be anything wrong. theres no way for me to say that there isnt anything wrong, but they do take a little while to find proper use of their legs.

very true most baby birds have cacky looking legs when young , just use the paper towel or another non slip surface to be sure .

I would be very surprised if a baby has splayed legs from wood chips or dirt.
Like Deb said though.

I'm just curious because when i had baby quails before they had a sore leg and it got red and the other quails started to peck at it and i don't want that to happen again this time

sounds like it got attacked by other quails shanny, not uncommon. if it happens again remove the male quail because he is usually the one that does this.
