is it 1 part as in milliliters and 20 part as in liters?

the ratio of bleach to water will be 1:20. so if you put in 1 litre of bleach, you need 20 litres of water. or (probably more likely) use half a litre of bleach and 10 litres of water.

thanks all for your help so my plan for tomorrow is move the aviary outside and wash it then rinse it then rinse again and leave to dry and fix it then rearrange it
