I have seen Normal budgies with cheap finches before with no problem.I have had a pair of bush budgies in a small cage.they were half the size of the common domestic budgie.So i would think if you had one pair in a large avairy with inexpensive finches with plenty of nest site they may be ok.

zebras would be the only finch that I would put with budgies
