It's a little hard to see exactly what the lump is from the photo.
However, Painteds often get this soft growth over the base of the their beaks, that eventually comes away and leaves a hole.
These are usually the result of a bacterial infection of the sinus, and need antibiotics to clear up.
The over-the-counter antibiotics are unlikely to help, although the tetracyclines are more likely to work than sulpha-D.
You may need to take the bird to an avian vet. Otherwise, these birds seem to get worse and eventually succumb.
Good luck and let us know the outcome.
