7 Pair of birds in the aviery and 13 breeding nests. Rule of thumb is 2 nesting sites for every pair, so ur short x1, don't think that would be a issue. Zebs are usually reliable breeders and like to steal nesting sites/material from other birds- got me stumped. The cocktail may be an issue so if its a got pet maybe get a separate cage for it instead of getting rid of it.

Can anyone else help me confirm this, but an aviary of 15m2 should have at most 8 pairs of finches, but when there's two parrots (talking to him on facebook got me this..) should he not only have like... 5 or 6 pairs... If so, that's why your birds aren't breeding... You have 13 pairs...
8 Gouldians with 2 Chicks
5 Zebras
1 Cockatiel
1 Red-rumped Parrot
2 Society
4 Blue-faced Parrot Finches

That's way too many isn't it?

I would agree with NRG. (too many nathans all of a sudden! )
Stephen hale once said to me: "for each pair of softbills in an aviary, you have to halve the amount of ifnches you can keep with them". I would imagine with redrumps in with finches, not a great idea to start with, you would take to take out 3/4 of your finch collection. plus a cockatiel!!!!!!!!

I maybe missing this thread but the aviary is approx 15sqm the numbers are fine 23 birds.
To me the major problem are 2 parrots one in particular a Red Rump.
While I hear people saying that they keep their parrots with their finches and all is fine, well may I strongly suggest all is not fine.
Just they being there is a major problem, they are just too mobile and too big.Simply them flying around and landing near nests will cause
problems. The Gouldian nesting was most likely luck and also the pair nested in a nest box which would tend to exclude the parrots.
Without seeing the aviary I doubt if there is any good quality brush in the aviary. The Parrots would chew it back so the Finches then don't have a quiet respite area to roost or rest let alone nest in.If you have Zebra Finches in an aviary for anymore than 2 seasons without chicks on the perch there is something very very wrong. My advice buy a holding cage and put the Parrots in it, then clean any old brush out and put some nice big clumps at the back of you aviary. Then stand back and watch your birds. Touch with your eyes not your hands. If left alone with true breeding age pairs, good nesting material and nest sites it is highly probable that you will get young Zebras and young Parrot Finches. Remember Blue Faced P/Finches are generally finished as breeders after 3 seasons.
They may look good but they are retireing age.
If you need assistance pm me where you are in Sydney and I will try and organise someone to assist you.
